(Not quite sure which game you mean by RQ1 here. Will assume HQ1, since augments aren't as far as I remember a factor in any form of RuneQuest)

In HQ1 everybody got automatic augments, and everybody's cancelled out. I got +4 to my skill from having a sword, and +4 more for having a shield. The dinosaur got +4 for having a thick hide, and +4 for having Big Pointy Teeth. It added some faff, without really changing MGF. This was even more true in Hero wars, where there were edges which cancelled out instead and it all because faffy beyong all recognition.

In HQ2 the skill you have is the effective skill, and the tools required to make it work don't give you any bonuses, just penalties if they're not available. This is how most skills always worked to be honest. I don't think a smith would ever have thought the need to get ratings for the hotness of their fire or the heaviness of their hammer.

Of course, if that fire is powered by Calcifer, a bound fire elemental, then it becomes part of the story and is interesting. Just like most Knights of the Round table have swords factored into their combat ratings, but King Arthur has Excalibur which deserves a rating of its own.
