If you treat feats like Leap Over Tree as just allowing a hero to use the
normal augmentation rules, you're creating two classes of feat. Only very
powerful characters with high mundane Leap skills will actually be able to
leap over a tree with the feat - but just about anyone who has a Flight
feat can fly over it, because Fly isn't a skill humans have at all. Why
give such a big disadvantage to feats which could be approached by mundane
means?
