True, but I think that's just a physical crafting skill. Only Shamans learn it because only Shamans understand the requirements to create a fetish for a given spirit. And they know THAT because they know the spirit's Tradition Knowledge. Of course, you could say Craft Fetish involves some magic of it's own, but a Shaman should only be able to craft fetishes for spirits he understands, thus Tradition Knowledge.
