Yes, if you are running an "open" game and allow made-up magical abilities, then you may have problems like this. You can always veto it, if you don't want to run the sort of game where characters have purely made-up magic. Or you can choose to interpret "glance of death" as working just like any other ranged combat magic, and do it as an extended contest. The advantage is still going to be that the target probably won't have an ideally-suited ability to resist with, except for affinities, which I would usually apply an improv penalty to if it's not an obvious "life" or "death" based power.

Because magic costs twice as much to raise? Maybe that's why it's more powerful.
