On reflection would not necesarily limit this to 13 although if it was higher than your affinities from your own God this might not feel right. Also I would probably allow this only in lieu of a special item and only as a one off. Magic swords and extra feats for starting characters is definitely a bit OTT.

And of course a Challana Arroy learning a Humakti Death feat is right out.
