How I rule this is as follows.
Nobody gets to do so.
Each actor chooses their objective for the contest, and the ability
they will use. This determnines their APs and thus order of actions.
Only when someone is the 'active' party do they choose their action
(which is to further their objective). How someone can effectively
'defend' against this action is determined by the choice of action.
