You'll notice that, in King of Dragon Pass, Tarshites do shave their beards -- clearly a sign of decadence brought about by their proximity to the Lunars.
Sorry, it's just what Heortlings do. Other Orlanthi do shave -- Tarshites and Ralians (and probably Harandings) have only mustaches. Umathelans are clean-shaven. I don't know about Fronelans.
