Not sure what you mean by Ratuk's change in status. I'll try and rephrase myself. I suggest (for the moment) that the majority of the original Tamanjaryans worshipped Tomikaratra in a theist fashion. At this time there was a specialist warrior cult who worshipped Ratuk in an animist fashion. These were still normal East Islanders though and did not know the shapechanging secret.

When Tamanjary sunk and Tomikaratra was killed, all surving Tamanjaryans joined the animist cult of Ratuk and became nomads. They left the central East Isles and turned away from the normal Vithelan ways. During this process they found/learned the secret of shapechanging. They have also acquired a following of other humans who worship Ratuk, but don't know the secret. These maybe worship Ratuk the theist way.
