Every Feat, and, therefore, by logical extension, every magical ability inherent to the hero (as opposed to in an item or such) should be gained through a Hero Quest. Like you suggest, however, the problem in game terms is time (and imagination, admittedly). The OTHER problem is that such affairs are usually for single characters only, or at least for the worshippers of a single deity who want to gain the Feat at that time, so what does the rest of the group do?

A partial solution is to sketch out a HQ, but just skim through it, describing it to the player, with input from him only at the critical stages.
