There is some information on the temple in Orlanth is Dead. I think
what happens when the winds STOP blowing is that you can't get there
anymore. Its probably a way to get to the Godplane - a big, dangerous
hole.
But many, many powerful Orlanthi die trying to get to it to ask for
help during the bad times. Most twagic.
