No, but He can make them very difficult - the San Francisco GloranthaCon was held at a hotel that had been taken over by the Red Cross/Emergency Services for the Bay Area floods, and those people chain-smoked like there was no tomorrow. The entire convention area was virtually fogged up with cigarette smoke (the convention area was on the second floor/mezzanine of the hotel, and the smoke level was below the level of the mezzanine in the lobby).
All the Californians became sick with the smoke (normally smoking is not allowed *at all* in public buildings in California - even bars are supposed to be smoke free), as did, I suspect, some of our guests.
