All these examples are excellent, and there are doubtlessly more isolated places to start in.
One idea might be to publish an article introducing HQ and Glorantha
(when HQ is published) in Pyramids and add one or two of Mike's example
settings as ready to go adventures.
Point narrators to a pdf-version of the basic rules and they are all set
to try this out.
Without really knowing anything about it, I suspect what HQ needs is
entertaining ready-to-run adventures with just enough background to
intrigue newcomers. These adventures should *not* be about the fate of
the world as we know it, but be more in the tradition of Borderlands et
co.
Then hit them with the heavy stuff in other books. I realize there are
problems with this, old timers may not want to buy adventures and if the
newcomers don't appear as hoped, there's problems.
And as always, those of us who have ideas for articles should send them
to every imaginable magazine in the world, while the rest of us head
over to rpg.com and similar sites to talk nice (but above all,
honestly!) about Glorantha and HQ.
While the survival of Glorantha may not be in our hands, that of
Issaries might be.
