Adding a bit more on the Speaking Wheel Union is a writeup of one of its leaders, Ludomaral, who might meet heroes travelling along the Oslir River from Vanch to Amoli.

Leader: Ludomaral, 2nd Spoke of the Speaking Wheel Ludomaral was a child of the Hidden Bull clan, but was fostered to and raised by the Ferryman's Kin and initiated into the ways of both Tunoral and Alakarma. For years he cleaned the Water Dog temple, waiting patiently and listening to the words of others, though he dominated those he worked with. When Heshpith, the previous 2nd Spoke of the Speaking Wheel Union was killed in an Amoli Glass riot, Ludomaral suddenly was seized with the Vision of the Two Glass Eyes (one red, one gold). He awoke from the vision to find his arm marked with the Two Staves and the Wheel, the sign of the 2nd Spoke. He named his clan the 2nd Spoke, and used them and his Alakarma temple allies to quickly seize the rights and dues of his position.

Ludomaral is a large man with a forceful, though often inscrutable, demeanor and a loud voice. He loves games and treats the 2nd Spoke as an elaborate game itself, pitting his subordinates against each other and the other spokes. He claims that he seeks to make Amoli glass beads ubiquitous, known and used throughout the world. To this end, he often dispenses glass beads as tokens of his favors based upon their color or pattern (though he has been known to suddenly change the meaning of these favors to suit his whims). He travels regularly from Vanch to Amoli upon an elaborate barge, usually entertained by a troupe of the Gold Wheel Dancers and aspiring storytellers. He opposes the rebuilding of the Raibanth Bridge, has eliminated the leaders of the Amoli Glass riot, and actively finances the Amber Shore Settlement in Balazar through the agency of the Bright Eyes Floating Nests.

He believes strongly in the Power of Six based on his understanding of the 2nd Spoke Song, to which he is also initiated. He has six rituals he religiously performs on each of six days, always resting on the seventh day. The rituals are different each day, but are based on the daily cycle of the Sun and the weekly cycle of the Moon. He is very open to new deals and trading for new goods (or trading away old goods), but his deals always preserve what he calls the Balance of the Six. These deals include hiring hero bands for enforcement of his goals, entertainment on his barge, gathering information on his areas of interest, and encouraging temples of all gods to purchase Amoli glass beads for their rites and decorations.
