One obvious connection is that Yara Aranis was created to protect the borders of the Empire from the Pentan Nomads. To the Glowline project the Yara Aranis temples may simply have been conveniently located places of Lunar power. Once the link is established - with the Yara Aranis Temples handling day-to-day running the obvious course of action is to continue that relationship whenever the Glowline is to be extended.
