No, it's not. The High Priest of the Bat is appointed by the Emperor and responsible to him. Since the Emperor isn't very responsible these days, the Bat is a independent/ rogue power faction within the Empire. The Bat writeup in Moonrites describes it as "The High Priest can take advice from the commander of the army [Bellex Maximus], or even grant requests, but is not answerable to any general" (MR p33).
