Overall, the occupation of Sartar/Pavis/Prax is huge money-loser for the Empire. But it is a huge money-maker for the tax farmers, administrators and paymasters.

I think the Imperial soldiers are paid in coin, because then the imperial suppliers can sell the tribute back to the soldiers for coin (which then goes back to Tarsh). An endless flow of silver from the Empire into Sartar and then back into Tarsh. No wonder the other Provincial Kingdoms are annoyed with the Tarshite control of Sartar - no wonder Fazzur has so many enemies in the Imperial Court!
