It may be too anachronistic for the period but how about official army script? That way no one has to ship heavy silver coins, soldiers have to shop at army stores or through people willing to handle the stuff and the possibilities for corruption are even higher. Sharpies will be excahning script for silver at ridiculous rates just so soldiers can buy stuff for their girlfriends and occasionally the army will change script just to annoy the black marketeers. I seem to recall a MASH epsiode centred on that subject. Even more bureaucracy laden than regular coinage!
