The closest official source is the Pavis and Big Rubble Book. There Pavis has a mayor, Brigga Scissortongue, but the civilian administration is in the hands of Jotoran Longsword and his sidekick Jorgar the Quick.

Since Temertain relies on Lunar bodyguards, it's apparent that he doesn't have any Telmori support. The reasons for this are unknown but the following are possible:

A third possibility that the Telmori despise Temertain for his associations with the Lunars and thus Chaos isn't all that strong as the Telmori are pretty close to chaos anyway.

It depends on how much money you can pay the authorities.
