If and only If? That's far too strong. For example, the Cattle Bastards are not generally stronger than the Praxians but have pushed the Praxians out of western Prax. Likewise the Orlanthi are not generally stronger than the Praxians yet have not been displaced by the Praxians for over a thousand years.

What makes you think they haven't? They raid Pent all the time. The only problem is that the usual treasure (horses) is worthless to the Pentans and the cattle can't be used in the Wastelands.
