It does seem to lend itself more to Lunars than Heortlings, with the wide variety available to the Empire. (And I would go with Justice League Imperial, just to get the JLI acronym in.)

The FF (which even has elemental aspects) seems to be ripe.

As for movies, the musketeers seem an obvious choice. (Humakti of the southern Esrolian type?) I would heartily recommend the crew of Serenity (the TV show Firefly) for a ship-based campaign. (Although you might do it by rivers, and have them escaping the Empire, working on the black market in the provinces.) Not sure what I would make the Captain, a first mate who is probably Humakti (although something with a female Elmali or Heler - stauch supporting warrior - would do), the pilot could be a Dormal worshipper, the Thug who is any good solid warrior cult (not one with a known strong honor code), the Doctor who would be an appropriate healer cult, his sister is Eurmali (almost has to be), the Companion is an Uleria worshipper, and the Shepherd is tough, since he is of some kind of spiritual cult but is obviously a lapsed warrior of some type.

Still, a hell of a set of NPCs to use for a fun encounter or 3.
