If you haven't tried Illwinter Games'es Dominions II you definitely should. It's the best simulation of fantasy setting warfare I've ever seen, and modding it is fun and easy.
I have a Kulthea (Shadow World) mod in the works, but after that I'll start to work on some Gloranthan factions.
