I always figured this was one area of Heortling "flexibility within a rigid structure." So, a woman joining Orlanth the Reeve is unthinkable, and mythically impossible, but a woman could join Issaries Bronzetongue with no social stigma (well, none beyond the oddity of being the one-in-seven who doesn't belong to Ernalda). Both subcults would be appropriate for a Harst of a clan. What's more, really, any Issaries or Orlanth worshipper could be the Harst, or even an Arnna worshipper, but none of the latter would receive appropriate magics from their cults - so they would probably need appropriate Common Magic or a unique magic power.

At least, so it is in my opinion.
