actually for this I meant 1w2.

I took my definitions really from the Hero's Book which talks about 13 representing "a young man or woman just reaching adulthood [having] this in a *few* skills" (emphasis mine).

17 is proficiency - something you do a lot

5w something you are good at, an experienced craftsman, *above average* weaponthane or professional soldier.

Admittedly "experienced craftsman" is ambiguous but extrapolating from the weaponthane description I would take this to mean experiened to the point of being considered above average in ability.

As for the typical graduate in any discipline coming out with a "proficient" knowledge of their subject (based on the above definitions from the hero's book)...not sure I agree. When I finish my degree I won't be able to set myself up independently until I have had two years supervised employment. However, it's all about definitions and what people think "proficient" means though so probably not worth labouring the point. Ultimately in games terms it really only matters what the narrator thinks as it is s/he who sets the resistance and they will base that resistance on their interpretations of the world and the relative difficulty of actions.

I won't even start on about the "graduates" of the 13 week Retraining-in-IT courses...
