Since the majority of Sylilan hunters are now followers of the Moon Bear rather than the Star Bear the use of Lunar charms will be common. Remember any preceptor can create charms for any Lunar cult although there is no obligaton on them to do so. That's going to be far more people than there are Kolatings.
The Odalya write up in Storm Tribe also mentions that in Sylila the cult is a great god with many separate sub-cults. That suggests to me that the Moon Bear has a subcult to create beast charms.
