I completely agree.

Heroes of Malkion was able to do this to an extent, although it still doesn't cover non-Western sects like the Aeolians or Sedalpists, nor does it have space for most of the minor feuding sects of Safelster. I'm actually more pleased with Kingdom of the Flamesword, though, which describes a single culture, drilling down to the level of 'what do you have for breakfast?' while still leaving room for armies of wraiths, a squashed dragon, bombastic medical practitioners, rabid flagellants, and much more :)
