Hi. There are people more directly involved in the rules here who can probably do a better job of answering, but this gives me a chance to see if I'm thinking about the rules clearly.

Pretty much. Most things in HQ are not designed around numerical balance. Take flaws because they are interesting. You will note that since many flaws can also be really interesting as abilities, as is noted in the rules, and so can be converted directly into abilities.

Narrators should set out whether or not they expect flaws, IMHO.

Translates to a 30% chance.

If it isn't stated, it is 6. But that isn't really a good number either, since it really only matters in terms of ability to overcome story obstacle, not as a straight value.
If it makes no sense for you to lose to an average schmoe, it is an automatic success.

Indeed. That is what it means.

That's only if bought after char gen. The way I read it, keywords only cost 1 of the 20 original points to raise.

No. An ability under a keyword still costs 1 point to raise, but if you are using the umbrella idea then you can raise all of the stats under a keyword for just 2 points.
