Or, assuming that this in in Tarsh, how about putting the arena underground? I'm sure their earth magic is up to the task of excavating and supporting a huge cavern; it would doubtless be extremely sacred to the Earth pantheon (thus giving a damping effect on other gods' magic if desired) and best of all, the blood spilled by defeated gladiators would go directly as a sacrifice to Sorana Tor and her kinswomen...
