That would be the city of Refuge in the Holy Country. Om the map at http://personal.inet.fi/koti/matti.jarvinen/runequest/kartat/pyhae.html , whih looks as if it was taken from the RQ Companion, it's on the southern coast of Heortland right above the island of Talor Hold.
