Not quite. Guided Teleport MUST got to a prepared location (and in some games, the difficulty is based on the Barrier there). Teleporting to a Shrine of Mastakos is a heck of a lot easier to do than to some secret hideout unless you've managed to set that up as a proper, working shrine (even then, since the "Official" one sees more use, it would definitely get some appropriate bounses).

Teleport is a Mastakos/Orlanthi thing, not a "Lunar Thing." While they do have some folks who might be able to do so, its not something they are famous for. For fast transit the Lunars seem to use magical roads and flying boats. They don't have the raw instant speed of a teleport but they do have the benifit of allowing many to travel fast. Rather than an incredible advantage for a few, they provide a great advantage for many.
