Sartar is about confederations of tribes. Tarsh is a kingdom. It would take a Yarandros-figure to forge a stronger notion of kingdom, as was required to turn Tarsh from tribes into kingdom.

I think Tarkalor may well have got close, and if he had not died at Grizzly Peak, might have created a nation. When the Composite History KoS says that "during his reign many members of his kinfolk deserted the lands and refused aid to their family" I suspect we are witnessing the collapse of the loyalty Tarkalor forged. Close, but no cigar.

What Sartar needs is an Argrath...
