Oraya is the easternmost Satrapy of the Lunar Empire. It's partially covered by the Glowline and is ruled by the Molarisor family's Satrap (a Lunar family) in the name of Takenegi. Reference is the Lunar Handbook 1.
The Redlands are a buffer zone between free Pent and fortified Oraya.
Kastoki knights (solar pantheon, not lunar one) patrol both Oraya and the Redlands to help bring Empire law to the rebellious nomads.
Red hair children are being born in the redlands and brought to the Red Hair Tribe City into the Redlands to honor the ancient oath of peace between Pentans and the Red Empire after the Night of Horrors and the subsequent 'final' defeat of the Pentan Khans.
A player of mine (I play actually both as narrator, and the heroes are in Than Ulbar, and as a player, and the heroes are in the Red Hair Tribe city, currently) is a Lunar Missionary native to Sylila, but active in Oraya, the Redlands and Pent in the name of the Brotherhood of the Two Hands (see Masters of Luck and Death for reference).
He is an ordinate of Etyries Communicator and he is Sevened, having performed the first hard steps on the path of Enlightenment. His name is Balios Teles.

He is good friend to some Kastoki officers, and strifes to be just and balanced in dealing with pentans, with limited success, but he has never met an Orlanthi (and he is unlikely to meet one).
