I think your instinct is right here. The deal is based on the 'touch of chaos' not the worshipping or not. Glorantha is more fun that way. Otherwise it would be a cinch to find out the clans-guy who had turned to Krarsht, for example. Just get an Uroxi to come and sniff them out.

Also, some chaotic entities are propitiated (thats worship bub) but that dont necessarily mark out the worshippers as chaotic, just folks trying to get along in a harsh world.
