What's wrong with the Hero Plane? It seems to be a place where you can have all kinds of personified symbols and weird logic. People do travel to it in dreams, at least, they do in some of the _HeroQuest_ play examples. And the Hero Plane can appear unexpectedly on the mundane world, at places where someone else has performed a ritual/practice quest and invoked it deliberately, or in permanent weak spots. And as for denizens, it seems that essentially any great hero or any being from the Gloranthan myth time could be encountered there.
