I assume the Night Dragon Society was destroyed long before Belintar came to power. They could have been wiped out in any one of the Gbaji conflicts after Arkat arrived, the Kingdom of Orlanthland could have wiped them out in its struggles against the Trolls, the Old Day Traditionalists could have slaughtered them and so forth.
