I agree to some degree. But it is possible to concentrate WITHOUT devoting. So there is some recognition of taking some step of purification that affects your magic that isn't the same as devotion.

I wouldn't ever suspect them of using the word "concentrating" (except possibly as a God Learner holdover). I suspect this is called different things in different cultures.
