William Gibson makes the suggestion in Spook Country that heresy comes about in civilizations that don't have our level of communication or literacy because you do not have the mechanisms to establish orthodoxy amongst all the faith's adherents. So you always get local deviation from the canon. Sometimes that 'difference' becomes more than different tellings of the stories and become different ethical codes. The only way to try and stop this is to regularly send people out from the center who are educated in the canon and have them correct the erroneous and wayward. From such centralizing agendas the inquisitions and crusades are born.
