Yes, that is correct. As you know, Rinliddi was the original homeland for Teelo Estara, and the land is her favorite (i.e. First Blessed). When the empire became established and stable, many heroquesting experiments here were encouraged and supported by the empire. These included taking eggs along, and returning with eggs of extinct birds important to the prehistoric/Gods War people of Rinlidi to start special breeding programs.

They may have enough of them to field a regiment or three by this time, but the numbers are relatively few (especially compared with horses).
