Even in HQ, the various Detect powers don't work so well against foreign magic as against their own. In addition, there are specialist cults that deal with opposing foreign magic. Both of these things seem to imply to me that dealing with strange, foreign, magic you don't really understand *is* generally harder in Glorantha than dealing with the familiar stuff. Granted, it's even worse in the Otherworld...

HQ generally simplifies this sort of thing, but a RQ game might handle it differently (assuming, of course, that it's at all relevant to the story, which it seems to be in this case).
