There is a Cannibal Cult in Prax which, IIRC, is not a group of ogres, so cannibalism in itself might not turn a human into an ogre. Perhaps what is important is regarding other humans as "just meat". In Glorantha if you dehumanize others you can literally dehumanize yourself?
