That's the only reference to Nandan in the book. The subcult is not described as we concluded that it is of very little interest for most players and not of such cultural importance that it needed to detailed in order to understand the Orlanthi.
In a nutshell, members of the subcult are men who are initiated into the cult of Ernalda. They may be biologically men but they are women as far as the Orlanthi are concerned.
