Wearing my hat as the Line Editor for Moon Design (the old Rune Tsar job for you oldtimers), I'd heavily edit the "rules speech" in this passage. Nandan, under the HQ2 rules, is in fact a "subcult" of Ernalda - at least among the Heortlings of Sartar and Heortland. That just means it is a cult that combines worship of Nandan within the context of a larger cult (Ernalda).
