I have a suggestion or two but they don't come from actual experience with GMing or Glorantha.
In my gaming world, Luck should be under the player's control to some extent. If your character can't get lucky when you need it, then he doesn't have the rune right? Maybe the fact that the Luck rune is used in place of another would give the character a straight up bonus or points would go into a Luck skill (to balance out folks who don't have it).
However, I would play it such that whenever the Luck skill is used to get a bonus, the GM gets the right to make him equally unlucky at another point. Eurmal gives and Eurmal takes.... :)
