Creating and playing a Lucky character

Gentlemen,

One of my players wants to create an "insolently lucky young punk" as a character. Why not.

That would make him the holder of the Luck rune. But I know nothing about any Luck cult, or possible uses of the Luck Rune. Any idea, comment or ranting about this subject is welcome...
