Depends on what you mean by "exotic shopping"! By the standards of Boldhome or Furthest, let alone Nochet or Mirin's Cross, New Pavis is far removed from the main trade routes. Civilized luxury goods are available, but far more expensive than in more commercially important cities. In Prax, New Pavis is probably just about the only reliable source of civilized luxury goods.
What New Pavis has a unique source of is Second Age treasures from the Big Rubble. From time to time adventurers in the Rubble find something remarkable - perhaps a scroll containing long-lost secret lore, or a magical item of the God Learners or the EWF. There are several merchants who offer easy gold for such items and then resell them to carpet-baggers, temples, or wandering merchants at a serious mark-up.

By whatever rationale sounds best to you as the GM. If you think it would be fun for the players to be able to buy some strange item from Kolli the Honest, then buy all means do it. If not, don't.
