I've got lots of maps of Kethaela and Heortland from the Dawn through the Third Age. None before the Third Age show Casino Town. But pretty much all of them show Karse (although the pre-Third Age maps show Karse on the other side of the river).

One thing to keep in mind, cities come and go in Glorantha. Some cities can claim continuous occupation from before the Dawn, but not many. The world changes and is not timeless (despite what some Dara Happans and mystics claim).
