Keep in mind what HQ2 abilities are - they are ways in which your hero overcomes obstacles. So if Rogar the Lucky is .... lucky, then he uses his good luck to overcome obstacles. That's it. It is a very broad skill, so it is always going to be a "last resort" ability compared to any other hero's ability.
