That's true if you use HQ2 as your system. In MRQ2 you might want to use the Luck Rune, and elsewhere you might use other ideas like a blessing (or a curse) to deal with this.
We have seen a few ideas how to have good luck but at a cost which may lead to plot hooks - that's the other function a character concept has besides defining a character's ability.
