It's one of the things which varies between different people's Glorantha.

My view is that it is not common because of all the obstacles to success -

First you have to find a sufficently powerful Chalana Arroy priestess. Then you have to convince her that it's worth her effort in preference to the other healing work she would be doing.
Then you have to support her in the magical ritual. Even then she could fail.
