That is where I would put it too. Red City features in some of the maps from Fortunate Succession and later has the city of Carantes. There are mountains between Pelanda and the Pelorian basin, but I believe that they are not a huge impediment to peoples movement (either because they can get through passes, or that most are not too high) Mt. Jernotius is clearly a big mountain, but it is not as if Pelanda is isolated by impasssible Rockwood style mountains.
