I don't think that any acts are inherently chaotic (at the most fundamental level). That is, rape is chaotic because Thed, the Goddess of Rape is chaotic - rather than Thed being chaotic because she is Goddess of Rape. (I don't think that Thed was chaotic "before" the Unholy Trio's ritual).

In this view:

Orlanthi are especially susceptible to Chaos because of their connection to the Storm Gods who let Chaos into Glorantha. (I bet that there's a lot of kinslaying in other cultures without Chaos getting much of a look in, although that may also be because kin connections are a basic underpinning of Orlanthi society, and far less important in other cultures.)

The cannibal cult, Karrg's Sons, Maran Gor etc. can (largely) avoid the risk of Chaos associated with cannibalism because they connect to other myths, secrets of their cult which override any "default" connections. If done properly. Most of the time.
